  Tough in a way to say yes or no since new tech does not always fit all individuals. When someone does not understand something then they have the right to refuse. And new tech is also subjected to trial and error regardless of initial tests that should have proved it to be okay. Technology is very okay in many ways in that it assists us in matters of importance which was not available before. The ideal then is to educate people about the advantages rather than to force it upon them. It is therefore okay that people may have a choice to reject something they do not understand yet.

  I think there needs to be more research on this issue (the irony is not lost!) before we leap about legislating against something we do not fully understand. Technology is at the forefront of how society achieved its current levels (right or wrong) and by legislating how it can continue can prevent something from evolving.
